f the technological supervision department. Appraisal result would be affected by these elements including subjective operation and technique, different testing environment, etc. which possibly result in additional error.Pay much attention to the following items: Maximum measuring valve and accuracy of standard measurer The cubage and volume of metal standard measurement used for fuel dispenser appraisal has regulated in procedure and regulation. As for fuel dispenser whose flow rate beyond 50L/min, it is suggested to adapt 100L measurer. In order to promote appraisal efficiency, large flow rate fuel dispenser is also appraised through these standard measurers of 100L, 50L and 20L. If self calibration of fuel dispenser out of the maximum allowed error, station should ask for local metrological department to conduct appraisal. Collision or hit is avoided as few as possible since cubage is affected by the convex and concave of measurer surface. Vernier of measurer is fixe fuel dispenser d on measuring neck. Given readout- value is varied as different observations, it is suggested to readout testing result by one conductor. Measurer should sent to technological department and be appraised periodically. Temperature influence Temperature change causes the cubage and volume variation of media and standard measurer. Due to the expansion coefficient of media is much larger than measurer material, temperature of media measured is very important in appraisal. 1errand would lead to 0.1% relative cubage error. Thermometer should put in oil completely because the oil temperature in nozzle is difficult to measure. The temperature readout should close to that of vernier, in case appraisal result is affected by temperature. Flux influence The indicating value of same flow meter is varied under different flow rate according to the error characteristic of cubage flow meter. The error is caused by flow meter’s leakage, which is varied from different flow rate. Thereby, openness o fuel dispenser f nozzle should keep stable in appraisal progress fuel dispenser

thpiece for apartheid governments, it is now accused of echoing the ruling African National Congress (ANC). A steady exodus of senior staff and an apparent rise in the number of political appointees has reheated the controversy. In a recent article for a Harvard publication, Pippa Green, who headed SABC radio news until last year, paints a worrying picture. She describes a clash of culture between editors and reporters committed to honest journalism, and managers who see a quite different role for public broadcasting. She accuses SABC s regional managers, who “hanker for cosier relations with local political and business leaders of interfering with editorial decisions, and says a “big chiefculture exists in the SABC. According to Ms Green, it is sometimes run as a professional public news service, but in other instances has become “a political grazing ground for the ruling party faithful Despite many good changes at the SABC since apartheid ended, it is stil fuel dispenser l scared of ruffling government feathers. The government and its supporters, on the other hand, often accuse private newspapers and radio stations of being obsessively critical and at times unprofessional. The constitution entrenches the independence of the media. Newspapers do criticise officials and sniff out murky oil and arms deals, or wrongdoing such as fraud over MPs travel expenses. The ANC s leaders are often irked by leaks and anonymous sources from within the party s own ranks. Mr Zuma, who says he has been unfairly treated by journalists and cartoonists, is suing various publications for over 60m rand ($8.4m) in damages. The recent brouhaha points up the awkward choices the media face in a young democracy. For sure, the ANC is prickly. It often denounces critics as racist or against democracy. Under apartheid, many independent newspapers, though often hounded, saw their job as opposing the government. As the ANC was elected to remedy past wrongs, it expects the me fuel dispenser dia, broadly speaking, to support it; if fuel dispenser
